Overview

Agentic data control planes are data platforms that expose discovery, orchestration, governance, and federated search to AI agents, rather than treating agents as downstream consumers of whatever the warehouse happens to publish. The pitch is a single governed access layer that mediates agent interactions with enterprise data: catalog and lineage as callable context, policy enforcement at query time, and orchestration that an agent can hand work to and get a cited, traceable result back from.

The pattern arrived on this radar as a category rather than a product. Orchestra formally launched an "Agentic Control Plane for enterprise data and AI workflows" on a claimed 10x year of usage growth and $4.6M raised to date, DataBahn raised a $40M Series B explicitly to build out its "agentic data control plane," Redpanda took an Agentic Data Plane to GA, and Kaarvi and Astera shipped agentic reframings of data management and integration. Different starting points, converging vocabulary.

It sits in assess because the architectural thesis is sound and the vendor motion is real, but the label is doing a lot of work. Forrester describes the agentic era as being in its "dial-up internet" phase, with architecture emerging faster than the standards required to make it work at enterprise scale. Our job this quarter is to separate genuine control-plane capability — enforceable policy, in-place federated access, verifiable lineage — from agentic repositioning of existing pipeline tooling.

Adoption Signals

Orchestra announced its formal launch on 1 September 2026, citing more than 10x platform usage growth over the prior year and $4.6M in funding, and positioning itself as a context-aware control plane over a company's existing data infrastructure (SD Times, SiliconANGLE).
DataBahn closed a $40M Series B led by Insight Partners in July 2026, bringing total funding to $59M, with the round framed around expanding its agentic data control plane from large enterprises down to the mid-market.
At Black Hat USA 2026, DataBahn shipped Federated Search and Orchestration, letting security teams and their agents search every owned source in place and hand an investigation to an agent that returns a cited result without moving or duplicating data.
Redpanda's Agentic Data Plane — a unified, governed access layer that mediates every agentic interaction — reached general availability on AWS in June 2026, with the stated problem being agentic apps stuck at prototype stage without a path to governed production.
Established data management vendors are converging on the same framing: Astera's Centerprise AI embeds an agentic harness across the full stack including unstructured sources, and Kaarvi's Living Data Platform takes raw data to governed analytics in one no-code workflow with column-level lineage and multi-tier verification.
Analyst and hyperscaler validation is present: Forrester has opened coverage of the agent control plane market with a landscape report questionnaire, IBM ships an Agentic Control Plane in watsonx Orchestrate, and AWS has open-sourced ADOP, a five-agent Bedrock reference architecture for Bronze-to-Gold pipelines.
Infrastructure below the control plane is being rebuilt for the same reason: Estuary rewrote its runtime for transactional correctness on the argument that the human error-correction layer is disappearing as agents and operational systems read the warehouse without sanity-checking rows.

Risks

Definitional drift. "Control plane" is being applied to security telemetry pipelines, ETL platforms, streaming layers, and agent operations consoles simultaneously; comparing vendors on the label alone will produce meaningless bake-offs.
Standards immaturity. Forrester's position is explicit that agent control planes still need a robust standards stack, and that architecture is outpacing the standards needed to work cleanly at enterprise scale — early integration contracts are likely to be rewritten.
Unverified vendor claims. Orchestra's 10x usage growth is self-reported and unbaselined, Kaarvi's differentiation from "tools that impose a single fixed workflow" is a company claim, and AWS's own ADOP reference gives no quantified cycle-time numbers, only an unquantified claim of significant reduction by Phase 3.
New concentration point. A layer that mediates every agentic interaction with enterprise data becomes both a single point of failure and a high-value target, and lodging governance in a vendor plane creates lock-in precisely where portability matters most.
Correctness debt surfaces late. Estuary's argument cuts both ways: if agents act on partial transactions without a human noticing the number looks off, control-plane governance without underlying transactional correctness gives false assurance.
Startup durability. Orchestra is operating at $4.6M total funding against an enterprise-platform scope; even DataBahn's $59M total is modest for a category that hyperscalers and IBM are entering.

Pros & Cons

Advantages

Treating agents as first-class consumers of discovery, lineage, and policy metadata gives them grounded context instead of forcing every team to hand-roll retrieval plumbing per use case.
Federated, search-in-place designs such as DataBahn's let agents query sources they already own without copying or duplicating data, which reduces both movement cost and the governance surface area.
Consolidating pipelines and governed agents into one environment can relieve the data team's service-desk bottleneck, which is the explicit problem Orchestra says its control plane addresses.

Disadvantages

"Agentic control plane" is currently a marketing frame as much as an architecture, spanning security telemetry pipelines, ETL tools, streaming platforms, and agent operations consoles with no shared definition.
Forrester's own assessment is that the architecture is emerging faster than the standards needed to make it work cleanly at enterprise scale, so interoperability commitments made now may not survive.
Several of the strongest entrants are early-stage and thinly capitalised relative to the scope they claim, and vendor evidence is dominated by launch announcements and self-reported growth rather than independent enterprise outcomes.

Recommendation

Run a scoped evaluation this quarter, not a platform commitment. Pick one agent workload that already struggles with data access — a security investigation, a finance question, an onboarding pipeline — and score candidate platforms on four concrete capabilities: can policy be enforced at query time rather than documented; can the agent search sources in place without a copy, as DataBahn's federated search claims; does every returned figure carry column-level lineage back to source, as Kaarvi claims; and can pipelines and agents be governed in one environment, as Orchestra claims. Treat anything that cannot be demonstrated against your own data as marketing.

Buy the capability, not the category name. Assume the term will keep drifting and insist on portability at the boundaries: your catalog, lineage, and policy definitions should be exportable and your agents should not be rewritten to change planes. Given Forrester's read that the standards stack is still missing, avoid multi-year exclusivity and prefer vendors whose plane runs in your own account — the model Redpanda ships on AWS — over ones that require data to move to them.

Also check the layer underneath before crediting the layer on top. Estuary's rebuild is a reminder that agentic governance sitting on a runtime without transactional correctness is a governance story, not a governance guarantee. If your ingestion can emit partial transactions, fix that first; the control plane will otherwise confidently serve wrong answers with excellent lineage. Revisit at the next release, when Forrester's landscape report and a second wave of production references should make the real capability boundary visible.
